          FOUNDATION JUDGEMENTS

Name of Association

Paragraph 1: The name of Association is  short for ‘ADOKBEL’ ‘assosiation of anatolian natural and cultural documentaries’

Center of Association

The Aim of Association

Paragraph 3:  It was aimed present conditions better via taking photographs, documentary and archives which unseparated parts of natural life in our country plant and animal species with natural riches’, to protect of its areas, to make a better present conditions, can be left the best nature and resources for next generations, to protect such as of cultural inheritance, arhitecture and social values which taken place the most important of humans at the improving humans process and reach these days.

Our association type of activity and collaboration

Paragraph 4: Our Association will perform activites:

4.1) Our association is aim to constitute of high counscious level for natural life and environment in our country and all around the world, to continue of humanity life and existence in the improving process of humantities and at reached the current level which taken importance place of cultural inheritance.

4.2) Informing people about natural beauties and areas protection of natural and cultural existences, researching with this aim, examining, improving process and making surveys, preparing suggestions and and explaining. 

4.3) Constitution of T.C prf. 56. ‘ everybody has right to live healthy and in balanced environment.’

The duty of State and citizen is said that  improving environment, protection of environment health and preventing environmental wastage.

To prevent wastage of nature and environment as a charge of duty of our Constitution to citizens, to prevent and improve nature and environment,  to protect all law rights and freedoms  and form of  high conscious level all kind of natural and cultural existence, to publish for this aim verbal, written and visual periodical or unperiodical, to prepare and support all kind of electronical publication and distrubute such web page, meetings, lectures, panels, competitions, exhibiting, film days.

4.4)  To known and protect for nature and cultural inheritance arranging such as hikings, trips, workings workshop.

4.5)  To assurance aim paragraph’s come truth if necessity real people public and private law legal people collaboration and to ensure particaption.

4.6)  To observe relating to nature and cultural inheritance, to attempt and make it checked to authorized public associations and foundations when It is necessities.

4.7)  To make collaboration relating to  this purpose with other Associations, Clubs, Foundations and Groups. To encourage collaboration and to organize such as confedaration and federation

      when it is necessaries

4.8)  To make collaboration with national and international Assosiations made activities the same aim and direction as relating to proper legislation with the condition of initial permission must be taken. 

4.9)  To reduce wastage which needed for necessities of life and were inevitable for daily life at the end,  main necessities  of consumption and production evaluate as reducing, reusing to make project and support campaings which are made and applied activities.

Activity matters of Association and type of working

Paragraph 5-  Activity matters of our Association and type of working are these:

5.1) To effort workings of association which can be supported new members admission and can be gained member of honorary  

5.2) To buy portable and importable commodities for  the necessities of Aim and working fields, to rent, operate and sell when It is necessary

5.3) To ensure income  for aim and working fields  when It is necessary, to arrange and build economic administrations, collaborations, union of Associations and helping chest and every kind of education, information workings

5.4) To donate and accept relating to Law judgment and Law of gathering help as suitable these judgments, to accept testaments conditional and unconditional as for the decision of Association management

5.5)  To open Clubroom for aim and working fields

5.6)  To arrange and support to conscious working for protection of environment and nature inheritance,  to accept testament conditional and unconditional as for decision association council of managers

5.11) The scope of aim and fields of working for being formed social conscious foundations of education to open academies, dormitory-schools and to reach its aim, to educate gained matters via such as documentary, photographs, project, nature sports, observing birds, to arrange workings workshop and when It is necessary at these workings to gain additional budget to Association

 5.12) To supply needy of wild-animals caring, rehabilitations and to open caring center for these workings

Membership judgements

Condition of membership

Paragraph 6-To our Associations can be membership conditions are these

6.1)  To be real and legal person who has legally competent

6.2)  To be suggested by a member of Association

6.3)  To have right for foreigners to residential permission

6.4)  According to judgements law of Association, to be banned for membership to Associations and can not be permitted belong to Foundations which are not been special at laws with the condition of contrary to judgement, can not be member to Association which removed from other reasons except for the membership fees.

Type of membership

Paragraph 7-Membership to Association process are these:

7.1)  Honorary member: It is suitable that among ones who are helped  or served to Association, with the council of managers decision can take honorary certificate and can be recorded as honorary member.  Honorary members can participate to general  the council of manager, but they don’t have right to vote to units. 

7.2)  Member of Association: Ones who are taken responsibility of all necessaries required for membership and with liability of membership  can benefit from rights. Membership rights which are included necessaries with required conditions to be candidate all kind of works and to vote. Liabilities participate special and general to council board, to pay membership fees on time, to spend required effort depend on laim and service matters and to continue of Association nice image.

Membership process

Paragraph 8-    Membership process to our Association are these:

8.1)  Candidates who are wanted to be member of Association, accept the aim of Association and matters with main regulations judgments; mentioned necessary membership conditions ‘membership form’ hand in to Association members, secretary.

8.2)  Memberships; after candidate member’s filled ‘membership form’,  branches’, agencies’, connection offices’ or people’s send to general center in 30 days with the decision of council managers accept or refuse and result submit to candidate as writen.

8.3)         After the member of candidate has accepted, registration process are made. It is taken necessary parts of entry-payment and annual-payment. Unless these payments pay, the candidate isn’t accept to Association.

8.4)          Association council of management is absolute decision that is refused the wish of candidate who can’t be object to this.

Departing from membership

Paragraph 9-Departing from membership processes are these:

Membership ends with death and departing wish from membership. At request time, informing each member leaves from membership, handing departing wish to council of managers as written. But departed member’s financial responsibility, ones who left with reasons for legal from the departing date, others the date of departing wish, finish at the end of working period and pay all membership fees connected with this period.

9.1)              Left on its own wish members’ emerge from them or other reasons connected with them problems formed them, from legal problems with regards the date, at the continuing period membership, departing member is responsible for oneself.

Removing from membership

Paragraph 10-    Removing from membership are these:

10.1)        Absent from meetings and working without excuse or don’t inform from materials to council of managers, not to do duties which are given, to avoid from duties and responsibilities and to cause delay this  kind of attitudes aim of the Association.

10.2)         Don’t have right to membership to Associations and main regulation of Association, to behave contrary to general council of managers.

10.3)        Not to accept usual general assembly meeting because of all membership fees don’t pay one right after the other two times

Removing from membership processes and objection period

Paragraph 11- From our Association Removing from membership processes and objection period:

11.1)   Association council of managers will form through a discipline committe which has  necessary investigation and researching made about membership after taking also member’s defence, the decision of  removing from membership  determing with open vote and member absolute number with majority vote.

11.2)   Removed from member contrary to decision which is informed can be objection on the point of  begining from declaration date (15) in day through support council of managers to general board.  

11.3)    Association council of managers delete member’s record unless member’s object on time or general board reject the objection. Removed from member’s on the point of beginning council of managers in a month contrary to decision have right to apply to court.

11.4)                    Out of death member, ones who depart or remove member all payment debts in the event of don’t pay, Association council of managers can apply to court.

Agencies of Association

Paragraph 12-     Agencies of Association are these:

 General Assembly

Paragraph 13-     Our Association general assembly are these;

13.1)     Our Association general assembly  gather as usual once in every 3 years in March and participated to board members’ is enough more than extra one of half from number of members.

13.2)     General assembly  in the center of Association makes its workings.

13.3)     After the secretary of general assembly  read report which is mentioned majority of members gathered, opens by chief of Association or vice of chief and to manage to general assemly will be comprised to council of state elects a chief, vice of chief and secretary.

13.4)     At general assemly evaluate matters which are agenda. But by participated the meeting members’ at least (1/10) matters which are wanted to evaluate as written and with the connetion of agenda matters must bring to  agenda is compulsory.

13.5)     Each members at general assemly has one vote and has to use his vote.

Extraordinary General Assembly

        Paragraph 14 – Our Association extraordinary general assembly are these:

14.1 )    Extraordinary general assembly until usual general assembly waiting is not possible situation or at once at discussion is to be beneficial important and compulsory matters, they call for meeting according to below application and decisions by counsil of managers the last one month ago.

14.2 )     Number members of Association of (1/5) will make for the matter written and signed application

14.3 )     With decisions taken by counsil of managers for necessary matters consequence of majority of vote

14.4 )     Supervisory board with Association account process and budget matter will take unanimity decision

14.5 )     Extraordinary general assembly  makes usual general assembly as to methods and principles and only caused to meeting about matter’s discuss and take decision. During extraordinary general assembly don’t suggest extra matter to  agenda

General assembly duty and authorities

     Paragraph 15 -  General assembly duty and authorities are these:

15.1 )     General assembly is the most authority of Association.

15.2 )     With Turk laws and the point of Association main regulation judgements take necessary decision.

15.3 )     Working period working programme with annual budget instructions income-expenses discuss and approve

15.4 )     Working period management and supervisory board real and standby members elect.

15.5 )     Related to last working period with council of managers working report, tables of balance sheet income-expenses, supervisory board inspection report discuss, apply and hand in to council of managers members.

  Council Of Managers

    Paragraph 16 -  Our Association Council of Managers are these:

16.1 )    Council of Managers forms member at least 5 real and 5 standby which are elected for 3 years. Before they were elected, general assembly determine  number of member council of managers.

16.2 )     Standby members replace of real members who left . Because became vacant member number of Council of manager after also replace standby, If the number of full members become down of half, council of managers is called for meeting for re-election in a month.

Council of managers relations with working

      Paragraph 17 -   Our associations council of managers relations with working are these: 

17.1 )    Following election council of managers will be arranged at first meeting in a week, electing a head of association, vice of director, secretary, accountant and aim of association and service matters with relating spokesmen share duties

17.2 )      Council of managers assemble at least once in a month and when necessary it can make unusual meeting

17.3 )      Council of managers meeting adequate number is  more than extra one full number of members and decision number is majority of participant

17.4 )      Council of managers  assembles direction of invitation members of councils of managers and determined agenda by council of managers

17.5 )      Not participated without excuse one right after the other 4 times council of managers meeting and not make responsibility belong to himself, member of council of manager cancel membership and replace him one according to array standby among the council of managements with decision of council of management accept.

Council of management duty and authorities

Paragraph 18 -  Our association council of management duty and authorities are these:

18.1 )    Laws and according to this regulation judgements take necessary decisions and apply council of managemet decision.

18.3 )    Preparing next budget belong to new periods and submit to general assembly

18.4 )     To prepare table working report with balance sheet and income and expense  for last working period

18.5  )   To examine the petition application for membership to association, to make decision and register about membership according to regulation, ones who don’t pay membership fees according to regulation member decide to cancell members  

18.6 )   According to suggestion head of Association, lost characteristic and conditions of membership, left membership aim and service matters, this regulation judgements and made actions and speeches contrary to  general assembly decisions about members make decision to cancel of membership.

18.7 )  Determine General assembly date and, hour, place and agenda; to inform to members and civil administrations.

18.8 )   To establish working groups or committee which will work on the point of managements and service matters, to distrubute and make necessary decision

Supervisory Board

     Paragraph 19 -    Our association supervisory board and working form are these:

19.1 )   Supervisory Board forms members from 3 real and 3 standby which was elected with open-vote  at General Assembly

19.2 )     Supervisory Board controls all process and actions which aren’t pass a year period. Required supervisory number is two.

19.3 )   Supervisory assembly submits  wishes and suggestions to council of management account and processes as to notes and documents will make examining results.

19.4 )  Prepared by council of management working period programme with working annual budget instructions  income-expense tables which will decide at council of managers to be present and explain wishes and suggestions

19.5 )   Prepared by council of management last working period report with balance sheet and examining about income-expense tables with a report submit to council of management is responsible and authorized.

Working groups

        Paragraph 20 -Our Association working groups are these:

20.1 )   To help at the aim of Association and service matters to managements temprorarily or permanent from forming at least 3 members working groups can establish. Working groups elect with decision taken by council of managers.

20.2 )  Working groups  make decision of management and supervisory rules or can help to Applying units, to research and examine, to make suggestions, and when it is necessary also at aplications responsible and authorized. 

Applying department and duties

         Paragraph 21 -    Applying department and duties are these:

21.1 )    With Association budget aim and serve of matters required-measure responsible for applying units can assign.

21.2 )    Responsibles of applying units duties and authorizations with right and responsibles ‘staff essential character right regulation’ indicates.

Agencies, Communication,  Connection and Offices

Paragraph 22 -    Our Association; Agencies, Communication, Connection and Offices

Opening process are these:

22.1 ) Association can open districts and different provinces Agencies, Communication, Connection and Offices. Agency general assemblies usual meetings, center general assembly meetings are compulsory to inform before at least 2 month. Agency general assembly, will elect with three members, represent at center of general assembly. The three member’s have one vote right at center of general assembly such as other  members.

Incomes of  Association

             Paragraph 23 -  Incomes of  association forms are these:

23.1 )   Membership fees: Membership fee; among members take donations as acceptance fee at the point of wishes, monthly membership fees 1YTL. Fees as monthly and  also annual  can collect. general assembly who is responsible for  increase and decrease fees.

23.2 )   From estate of Association will get income

23.3 )   All kind of conditionally or unconditionally donation and testements and helps

23.4 )   All kind of visual and written publication, selling lottery with meeting, festival, show, concer, trip, camp, kermes, workshop working at night, courses, education studies etc. get incomes from arrangements

28.4 )   After abrogation decision situation in 5 day to local authorizations reports as written.

In event of abrogation estate of Association

           Paragraph 29 -In event of abrogation estate of Association transfer of estate are these:

29.1 ) In event of abrogation with Association general assembly decision with immovable and movable estates present money’s transfer process will make 3 person by a commision. Transfers make a suitable place where general assembly decides.
